Mike leads the development and coordination of
green initiatives for Constellation Energy Resources
(CER). Previously, he was Vice President and
Director of International Energy Policy for CER in its
London office, where he provided regulatory and
policy support for CER’s international power, gas,
coal, freight, uranium and carbon businesses.
In his current capacity, Mike is responsible for
evaluating opportunities for CER to realize
synergies between and among its various green
and traditional energy offerings and develop its
renewable business lines.
During his career, Mike has participated in
numerous legal and regulatory matters involving
the competitive energy markets, including the
restructuring of the U.S. and European natural gas
and power markets, wholesale and retail
competition, interstate gas pipeline regulation and
the formation and structure of independent system
operators.
Mike earned a Bachelor of Arts degree from the
University of Miami and a JD from the Duke
University School of Law.

Stan is a graduate of the University of Maryland Architecture School, is
a licensed architect in multiple states, is an accredited professional
with the US Green Building Council LEED® certification program, and
is founder of the Non-profit Green Building Institute. He is the
designer, and developer of the EnviroCenter, a Green Executive
Office Building who’s development is regenerating a redevelopment
site in Jessup, Howard County. In addition, he is a certified Reserve
Specialist with the Community Association’s Institute, and is certified
by the National Charrette Institute as a Charrette Planner and Charrette
Manager.
Stan has over thirty years experience in Environmental Design, writes
a monthly column for the Business Monthly newspaper, has been
invited by the Governor, the Howard County Executive and various
agencies to sit on sustainability task forces, and is developing the
most advanced regenerative office building in the region, if not the
county.

David Frenkil is a third-year law student at The George Washington
University Law School. The note he authored on energy efficiency in
the Federal government will be published in the Public Contract Law
Journal, a quarterly publication by the Section of Public Contract Law of
the American Bar Association and The George Washington University
Law School. He is currently writing an article to be published, which
analyzes the proposal by the Securities and Exchange Commission to
require disclosure of climate risks by publicly traded companies.
David's experience includes work as a summer associate at Van Ness
Feldman, P.C., a law firm with 80 attorneys focusing on the energy
industry. He has also worked on Renewable Energy Credit ("REC")
Agreements and related matters at SunEdison, North America's leading
solar energy service provider, and the development of electric
transmission for increased generation of renewable energy at the
Office of the General Counsel at the U.S. Department of Energy. David
has also previously interned for the General Counsel of an investment
bank in New York and worked as a political consultant on Capitol Hill
and in Maryland. David received a 2008 scholarship from the Energy
Bar Association for the research he conducted on oil and gas issues.
Prior to law school, David pitched for a professional baseball team in
Antwerp, Belgium after graduating from The George Washington
University where he graduated Magna Cum Laude and received
special honors for his senior thesis.
Recent practice has focused upon complex
environmental cleanups, natural resources remediation,
and the siting, permitting, and construction of energy,
utility, and commercial projects in compliance with
environmental requirements. Since the terrorist attacks
of 9/11/2001, assisted water suppliers, utilities, power
generators and industrial entities in meeting obligations
under homeland security laws. Government experience
includes service as Chief Counsel of the United States
Army Corps of Engineers; Special Assistant to the United
States Attorney General; inaugural General Counsel of
the Defense Nuclear Facility Safety Board; Deputy
General Counsel of the National Science Foundation and
Senior United States Representative in Antarctica; and
Deputy Regional Counsel of EPA, Region V.

Richard J. Sobelsohn is an associate in the Real Estate practice at
Moses & Singer. He represents developers, corporations, financial
institutions and individuals concerning a variety of commercial real
estate transactions including sustainable development, acquisitions,
dispositions, financing, condominium offerings and leasing.
Mr. Sobelsohn is a Leadership in Energy and Environmental Design
Accredited Professional (LEED® AP) from the U.S. Green Building
Council. He has in-depth knowledge of the LEED® Green Building
Rating System™, the globally accepted rating and certification
program for design, construction, operation, and maintenance of
green buildings. Having a LEED® AP attorney on a project team
allows clients to earn one point toward LEED certification.
Prior to joining Moses & Singer, Mr. Sobelsohn was an associate at
the law firms Stroock, Stroock & Lavan, LLP and Kaye Scholer LLP.
Before attending law school, Mr. Sobelsohn was Director of The
Sobelsohn School, an adult business school specializing in real
estate, insurance and accounting. He is currently an adjunct
professor of law at Brooklyn Law School.
